As a former teacher, nonprofit founder, and community advocate, Delegate Holly Seibold believes government should work for the people it serves. Since taking office, she has focused on protecting vulnerable Virginians, strengthening families, making communities safer, and ensuring everyone has the opportunity to thrive.

1. Safer Streets & Stronger Communities: Every Virginian deserves to feel safe walking, biking, and driving in their community. Holly has made combating traffic violence a top legislative priority, particularly protecting children, pedestrians, and cyclists.

• Expanding Speed Safety Enforcement: Passed HB 994 (2026), expanding the use of speed monitoring cameras in designated high-risk areas.

• Prioritizing Sidewalks: Introduced HB 762 (2026) to strengthen consideration of pedestrian infrastructure in transportation funding decisions.

• Protecting Children: Advocating for safer routes to school, improved crosswalks, and stronger traffic safety measures.

• Preventing Traffic Violence: Working with local governments, VDOT, and community advocates to address dangerous intersections and roads.

2. Affordable Healthcare & Consumer Protection: Healthcare should be accessible, affordable, and centered on patients, not insurance company profits. Holly is committed to protecting consumers, especially seniors and families facing rising healthcare costs.

• Fighting Long-Term Care Insurance Rate Hikes: Introduced HB 997 (2026) to address excessive premium increases that threaten the financial security of seniors.

• Supporting Cancer Patients: Introduced HB 90 (2026) to require certain health insurance plans to cover scalp-cooling treatments for chemotherapy patients.

• Protecting Assisted Living Residents: Introduced HB 297 (2026) to improve transparency in assisted living referral services.

• Making Healthcare More Affordable: Supporting efforts to reduce prescription drug costs and improve access to essential medical services.

3. Supporting Children, Families & Public Education: As a former teacher, Holly understands that investing in children is one of the most important responsibilities of government. She believes every child deserves a safe, supportive environment and access to a high-quality education.

• Expanding Opportunities for Students with Disabilities: Passed HB 996 (2026), advancing the expansion of Virginia’s Postsecondary Education Rehabilitation Transition Program.

• Protecting Students from Overdoses: Passed HB 1504 (2023), addressing school-connected overdose response and notification policies.

• Protecting Young Workers: Passed HB 100 (2024), strengthening penalties for child labor violations.

• Giving Young People a Voice: Introduced HB 117 (2026) to add youth representation to the Virginia Commission on Youth.

• Supporting Public Education: Advocating for strong public schools, teachers, special education, and equitable opportunities for every student.

4. Protecting People with Disabilities: People with disabilities deserve dignity, independence, safety, and the opportunity to live meaningful lives in their communities. Holly is committed to improving Virginia’s system of care and holding providers accountable.

• Strengthening Residential Facility Oversight: Introduced HB 1380 (2026) to improve emergency preparedness and accountability in facilities serving individuals with developmental disabilities.

• Supporting Independent Living: Advocating for greater access to community-based services, appropriate housing, and employment opportunities.

• Protecting Vulnerable Residents: Working to improve oversight, transparency, and safety in residential care settings.

• Supporting Families and Caregivers: Advocating for stronger services and resources for families navigating Virginia’s disability support system.

5. Criminal Justice Reform & Human Dignity: Holly believes that accountability and compassion are not mutually exclusive. Virginia’s criminal justice system should protect public safety while treating people with dignity, promoting rehabilitation, and supporting successful reentry.

• Protecting Family Connections: Passed HB 296 (2026), strengthening transparency and accountability around visitation policies in state correctional facilities.

• Ensuring Fair Sentencing: Passed HB 361 (2026), addressing earned sentence credits for eligible periods of incarceration before trial or during appeal.

• Protecting Incarcerated Youth: Passed HB 91 (2026), establishing additional safeguards and reporting requirements for room or cell confinement in juvenile correctional facilities.

• Improving Correctional Practices: Passed HB 159 (2024), restricting certain uses of canines in correctional facilities.

• Expanding Recovery and Rehabilitation: Advocating for mental health treatment, substance use recovery services, and successful reentry opportunities.

6. Protecting Our Environment: Protecting Virginia’s natural resources means preserving the communities we love for future generations. Holly is committed to protecting trees, restoring native habitats, and encouraging environmentally responsible development.

• Combating Invasive Species: Passed HB 109 (2026), strengthening Virginia’s ability to regulate harmful invasive plants.

• Preserving Trees and Green Spaces: Introduced HB 995 (2026) to strengthen tree canopy protections during development.

• Protecting Public Parks: Introduced HB 492 (2026), addressing utility vegetation management in public parks.

• Promoting Conservation Landscaping: Developing legislation to encourage native plants, protect pollinators, and restore natural habitats.

• Supporting Sustainable Communities: Advocating for responsible development, environmental stewardship, and preservation of neighborhood green spaces.

7. Women’s Health & Reproductive Freedom: As the founder of BRAWS, Holly spent years fighting period poverty and advocating for women’s health and dignity. She continues that work in the General Assembly, fighting for reproductive freedom, menstrual equity, and safer products.

• Protecting Consumers from Harmful Ingredients: Passed HB 998 (2026), establishing ingredient transparency and safety requirements for menstrual products.

• Advancing Menstrual Equity: Continuing her longstanding advocacy to ensure women and girls have access to essential menstrual supplies.

• Defending Reproductive Freedom: Supporting the right of Virginians to make personal reproductive healthcare decisions without government interference.

• Improving Women’s Healthcare: Advocating for affordable, accessible, and equitable healthcare services.

8. Protecting Workers & Working Families: Holly believes that people who work hard should be able to support their families, afford their homes, and live with dignity. As a former educator and nonprofit leader, she understands the challenges working families face.

• Supporting Fair Wages: Co-sponsored legislation to increase Virginia’s minimum wage.

• Protecting Paid Sick Leave: Co-sponsored legislation expanding workplace protections for employees who need time to care for themselves or their families.

• Addressing Housing Affordability: Supporting measures to protect renters from excessive rent increases and strengthen housing stability.

• Standing Up for Workers: Advocating for safe workplaces, fair treatment, and stronger economic opportunities.

9. Responsive Government & Local Quality of Life: Holly believes effective representation starts with listening to constituents and solving problems. From improving public safety to protecting neighborhood resources, she works to ensure state government responds to the needs of local communities.

• Improving Cell Service: Passed HB 277 (2026), streamlining certain wireless infrastructure modifications to help address gaps in connectivity.

• Supporting Local Governments: Working closely with Fairfax County and the Town of Vienna to address infrastructure, transportation, and community needs.

• Promoting Government Transparency: Introduced HB 1348 (2026), addressing disclosure of large campaign contributions near elections.

• Delivering Constituent Services: Helping residents navigate state agencies, utility issues, transportation concerns, and other challenges.

• Strengthening Community Partnerships: Working with nonprofits, schools, local businesses, and community organizations to make government more accessible and responsive.
